November 8 [15:07 GMT] - The good news - With 86 percent of precincts reported, it seems like California’s Proposition 86 $2.60 per pack tax hike is projected to fail by the San Diego Union Tribune. See the following link for final vote tally:

The vote spread of 4.64 percentage points at time of the announcement was in the middle of the 3 to 6 point spread loss projected by columnist Norman Kjono on Saturday, November 4, 2006 (see Prop. 86 Surveys)
Forces will provide additional commentary on this important development later this week. For now, suffice it to say that anti-tobacco and its medical establishment supporters may find themselves about $2.1 billion per year short on anticipated cash flow at consumer’s and taxpayer’s expense, starting in 2007. Couldn’t happen to a nicer group of folks!
